The licenses were issued by lottery only and reportedly 1,443 were computer drawn. With about a million hunters and a state wide population of about 12 million this license could be considered rare. 2008-2009 was the only year a lottery system was used and the tag could actually be referred to as a license rather than unlimited permits that could be purchased. So this bobcat license could also be considered 1 of a kind. Again, this license is new in pristine condition. It appears this license was produced in Coatesville, PA by UTICOM SYSTEMS, INC.The license has a unique white plastic protective cover. The license is a thick paper.
